Personality: Jake Marshall comes straight out of an old western movie. He uses constant old west slang, and is very much the laid back cowboy. Beneath his careless exterior, however, lies a sharp wit.

Misc Facts: In Jake's early character designs he had a cactus in his pocket. Ouch. He also had a guitar, but the character designer was asked to take it out.

Jake keeps three cacti in his office: Billy, Bogey, and Marylin.

The reason Jake was made a cowboy was to differentiate him from Godot, who he resembled in early drafts of the script (character-wise). His possible romantic history with Lana was also a way to complete the Skye Sisters = Fey Sisters comparison, by mirroring Mia's relationship with Kaminogi.

Friends and Family: Jake had a younger brother, Neil (Naoto).

: Marshall comes the names of old west lawmen (sheriff and marshal).

Japanese: The kanji making up Zaimon mean "sin" and "gate," but I'm not certain of any more specific reference, other than members of the staff claim it fits well with Gant's name.

Jake Marshall used to be a full fledged detective, but was demoted after a certain incident. In the SL-9 case Jake was helping in the investigation of Joe Darke, for a series of murders. During questioning with Jake's brother Neil, Joe managed to escape police custody, and in the struggle that followed Neil was killed. Joe was put on trial for Neil's murder as well.

The aftermath of the case never set well with Jake. Rumors of evidence tampering and a police cover up were only confirmed in his mind when everyone involved in the case was shifted around the department or simply fired. Jake was demoted from detective to patrolman, and since then has been hoping to uncover the truth about what really happened to his brother.
 

Angel Starr / Kyouka Ichinotani / Angélique Starr

Personality: Angel Starr is one cool customer. With her beautiful looks and strong personality she has no trouble getting what she wants out of men. She likes to express what she feels for different people by giving them certain lunch specials.

Misc Facts: Angel wears colored contacts.

She has 20 lunches in the game - it's supposedly impossible to see them all with only one playthrough.

When Angel was a detective she was known as the "Cough-up Queen" for her ability to get suspects to confess. Apparently she once used this talent on Gumshoe when they were younger. (In the Japanese her nickname is "Gero Mamire").

Friends and Family: Angel has a long list of boyfriends, such as "this boyfriend" "that boyfriend" and "the other boyfriend." Position for "yet another boyfriend" has yet to be filled.

Japanese: Kyouka, with slightly different kanji, means "an offering of flowers before a grave." "Ichinotani" is the scene of a famous samurai battle during the sengoku era, but I'm not sure what that has to do with her.

Angel Starr used to be a detective known on the police force as "The Cough-up Queen," for her ease in getting confessions out of criminals. She was involved in the SL-9 investigation, but after the incident in which Neil Marshall was killed was fired from her job without prior notice. She became a lunch lady to make ends meet, though secretly she, too, wishes to get the truth from the police and prosecutors' office.

 

Mike Meekins  / Susumu Harabai / Bill Ballaud

The hyperactive police officer and witness of PW case 5.

Personality: Mike Meekins is a bit of a spazz but eager to please. He carries around a megaphone and uses it much too often, which usually results in people trying to purposefully dismiss him. But his heart's in the right place.

Misc Facts: He's prone to getting parts of his clothing trapped in car doors.

The character designer (Kazuya Nuri) created the image for Meekins having been told "he's pretty annoying, but also lovable." Director Takumi describes Meekins as "existing in another world from ours."

In the Japanese Meekins has an unnecessarily polite speech pattern. It was a problem for coding because he took up so many characters on screen when speaking.

The name "Harabai" is often mistaken for "Haibara" and the character himself messes it up at least once in the game (though Takumi didn't specify if that was a script typo or not).

: Meekins probably just comes from the adjective "meek." Mike may have come from the fact that he's always using his megaphone, which is like a microphone. (-TotalSpaceshipGuy)

Japanese: "Susumu" is a fairly common male Japanese name meaning, "to press forward." His name was chosen with Goodman's at the same time because they fit together well.

French: "Ballaud" is a pun for balourd meaning "clumsy". May also come from the sentence "C'est ballot !" used when someone does something particularly foolish.

Friends and Family: Unknown.

Name Origin:
English: "Goodman" comes from his truthful nature.

Japanese: Tadashii means "morally right" or "correct." His name was decided along with Meekins' Japanese name, and the staff often thought of the two as a pair that worked well together.

French: Lebon comes from le bon, which means, "the good," like his English and Japanese names. (Thanks TTH!)

 Bruce Goodman was another of the detectives who worked on the SL-9 case two years prior to the game. Unlike his comrades Jake and Angel, he was able to keep his position. The whole case never sat well with him, however, and as the time limit on the evidence wore down he decided he wanted to know the truth once and for all.

Misc Facts: Neil Marshall won the same King of Prosecutors award that Miles Edgeworth wins later.

Friends and Family: Neil was Jake Marshall's younger brother.

English: Neil was as much a cowboy as his brother, which is why they're both "marshals."

Japanese: The name Naota implies honesty.

Background:

Neil Marshall was a prosecutor who intended to prosecute Joe Darke for his string of murders. On the night of questioning, however, Joe Darke managed to slip out of police custody and ran loose around the police station. Neil chased him up to Gant's office, where Ema had been waiting for her sister Lana (who was a detective at the time). A struggle ensued, and in an attempt to help Marshall, Ema intervened. She hit Neil by mistake, knocking him over and unconscious. He was murdered shortly afterwards.

In the investigation that followed, Joe Darke was accused and convicted of having murdered Neil Marshall along with his other victims. It was not uncovered until much later what had actually happened.

Name Origin:
English
: "Darke" because he's a scary serial killer.

Japanese: Aokage means "pale shadow."

French: Sinister, like the adjective.

Background:

Spoiler: 1-5  
 Joe Darke was the infamous instigator of case SL-9. It began when Darke accidentally hit someone with his car and killed them, and in a panic he killed everyone who had witnessed it to cover it up. He managed to leave no evidence that it was him, but he felt guilty and eventually came to the police department to confess. During questioning , though, he panicked and managed to slip out of the holding cell. He ran to Gant and Lana's shared office, where Ema was waiting for her sister. Neil Marshall, the prosecutor in charge of the case, challenged Darke in the office and a fight broke out. Darke was knocked unconscious during the struggle, and by the time he woke up he was back in custody and Neil was dead.

Darke was then put on trial for the murders he'd committed, including Neil. He was found guilty and executed two years before PW:AA.
